Lord Mandelson is set to announce the Government's strategy to produce more jobs and investments in northern England, specially in cities like Leeds and Sheffield.
The business secretary will highlight the key role of regional economies in the growth of the national economy during a speech at the University of Manchester.
Together with asserting the importance of the regional economic development, he will claim how Whitehall can help northern cities including Liverpool, Leeds and Sheffield to grow further.
His speech will also include the significance of regional infrastructure, such as the high-speed rail link, to boost areas outside the South East.
Lord Mandelson was recently awarded the honour for his services to the town during his 12 years as Hartlepool's MP.
"Britain's regional economies, like the economy as a whole, are utterly dependent on sound infrastructure," he will say. "This is a vital enabler of our economic recovery and future growth - and regenerating our infrastructure as a growth plan in its own right."
